Option tax funds would go toward variety of uses

As the Jan. 29 county-wide vote on a one-cent sales tax draws near, voters are asking how Benton County, and the cities within the county, would spend the revenue such a tax would produce.

Each governing body has listed areas of general use for funds it would receive should voters in that area pass the tax.

The option tax will be collected, and its funds disbursed, in every city where voters approve the tax. The total amount collected depends in large part on which cities (along with the unincorporated areas of the county) approve the tax.

The ballots for the election in each entity of the county contain the following information.


On Tuesday, January 29, 2008 an election will be held in Benton County to vote on the question of imposition of a local sales and services tax. The proposal to be voted upon at that election will include the following information:

Type of tax: Local Sales and Services Tax

Rate of tax: 1%

Date of imposition: July 1, 2008

The following information will appear on the ballots for the jurisdictions listed:

In the City of Atkins revenue is to be used: 10% for property tax relief, 20% to the Atkins Fire Department and the Atkins Recreation Department for equipment, 70% to the Community Center, City Hall, Library and Community Improvements.

In the City of Belle Plaine revenue is to be used: 55% to property tax relief, 20% to debt relief, 25% to the Belle Plaine Community Center, Belle Plaine Community Library, Belle Plaine Fire Department, and Belle Plaine Parks & Recreation Department.

In the City of Blairstown revenue is to be used: 0% for property tax relief, 100% for any lawful purpose of the City of Blairstown.

In the City of Garrison revenue is to be used: 0% for property tax relief, 100% for any lawful purpose of the City of Garrison.

In the City of Keystone revenue is to be used: 0% for property tax relief, 100% to any lawful purpose.

In the City of Luzerne revenue is to be used: 100% for property tax relief.

In the City of Mt. Auburn revenue is to be used: 100% for property tax relief.

In the City of Newhall revenue is to be used: 38% for property tax relief, 15% to build reserve funds for future purchase of a First Responders vehicle and a Fire response vehicle, 40% to operating funds to support the Newhall Fire department, Newhall First Responders, Newhall Public Library, and Newhall Parks and Recreation Department, 7% to enhance the City Parks including renovations and repairs.

In the City of Norway revenue is to be used: 40% for property tax relief, 30% to debt relief, 21% to be divided as needed between the Norway Beautification Committee, Norway Public Library, and Norway Fire Department, 9% Council designation.

In the City of Shellsburg revenue is to be used: 50% for property tax relief, 50% for any essential or general corporate purpose.

In the City of Urbana revenue is to be used: 0% for property tax relief, 100% infrastructure funds.

In the City of Vinton revenue is to be used: 25% for property tax relief, 5% to Vinton Unlimited, 5% to non-profit organizations serving the residents of Vinton, 5% to the Vinton Public Library, 5% to the Vinton Fire Department, 5% to the Vinton Parks and Recreation Department, 50% to be applied to capital projects.

In the City of Van Horne revenue is to be used: 0% for property tax relief, 25% for street improvements, 75% for utility improvements.

In the City of Walford revenue is to be used: 0% for property tax relief, 100% for any lawful purpose.

Revenue collected from the unincorporated areas of Benton County is to be used:

25% for property tax relief, 75% for secondary roads, Benton County Conservation parks, libraries, emergency services and any other lawful purpose.
